Pakistan now offers two major interest-free loan programs for citizens seeking overseas employment. The Prime Minister’s Youth Programme has officially launched the Interest-Free Loan Scheme for Prospective Overseas Workers, a significant initiative aimed at financially empowering young Pakistanis who wish to seek employment abroad.

Alongside the federal program, the Parwaaz Card 2026 is a landmark initiative of the Government of Punjab, launched under Chief Minister Maryam Nawaz’s Hunarmand Naujawan Program, with the objective of empowering skilled youth by enabling safe, legal, and dignified overseas employment.

Together, these programs aim to help hundreds of thousands of Pakistanis overcome the financial barriers that prevent them from pursuing confirmed job opportunities abroad.

Why Pakistan Supports Overseas Workers with Interest-Free Loans

Pakistan sends approximately one million skilled workers abroad each year to help reduce unemployment and boost foreign exchange reserves through remittances. Workers’ remittances surged to a record $31.2 billion during the first ten months of the current fiscal year, with Saudi Arabia emerging as the top source of inflows.

Yet thousands of skilled Pakistanis with confirmed job offers cannot afford the upfront costs of going abroad. This program is a game-changer for thousands of Punjab residents who have secured job offers in Gulf countries (Saudi Arabia, UAE, Qatar), Europe, and beyond but can’t afford the upfront costs (often PKR 3–10 lakh).

The interest-free loan schemes directly address this problem by covering visa fees, travel costs, medical examinations, skill training, and initial settlement expenses — without trapping workers in debt.

PM Youth Programme Loan Scheme

The Government of Pakistan officially launched the Interest-Free Loan Scheme for Prospective Overseas Workers under the Prime Minister’s Youth Programme, in collaboration with the Ministry of Overseas Pakistanis & HRD and the Special Investment Facilitation Council (SIFC). Prime Minister Muhammad Shehbaz Sharif launched the scheme at the International Youth Day Ceremony on August 12, 2025.

The program is currently live and accepting applications through the Digital Youth Hub.

Eligibility Criteria

Applicants must be between 21 and 45 years old and must provide proof of a valid job offer or recruitment through licensed Overseas Employment Promoters. Job offers must be authenticated by the Pakistan Missions abroad or relevant authorities.

Additional requirements include:

  • Pakistani citizen with valid CNIC
  • Age: 21 to 45 years
  • Valid overseas job offer or OEP recruitment
  • The loan must be jointly booked with a family member residing in Pakistan (parent, spouse, or sibling).

Loan Details and Repayment

The government will provide interest-free loans of up to Rs1 million to 100,000 eligible applicants, aimed at covering essential expenses associated with overseas employment. The loans will help young people manage the costs of travel, skills training, visa fees, and initial settlement expenses in the host country.

Under the new Tier-4 category, banks will provide loans with a tenor of up to five years, where the government will subsidize the interest rate to zero percent for end users.1 Borrowers will be required to contribute 20 percent equity, while banks will finance the remaining 80 percent at KIBOR+3.

To reduce the risk for participating banks, the government guarantees 25% of the loan portfolio. Borrowers repay only the principal amount — there is zero markup or hidden charges.

How to Apply

The entire registration process is available online. Applicants need to visit the official portal of the Prime Minister’s Youth Programme and complete the online form with accurate personal, educational, and employment details. Once submitted, the application will be reviewed, and selected candidates will be contacted for further steps.

Applications are submitted through the Digital Youth Hub at the PM Youth Programme portal. All commercial and Islamic banks participate in the disbursement.

Punjab Parwaaz Card

Managed by the Punjab Skills Development Fund (PSDF) in partnership with the Bank of Punjab (BOP), Parwaaz Card helps skilled individuals overcome the biggest hurdle to overseas employment: high pre-departure costs. It offers interest-free loans to cover essential expenses like medical tests, visa fees, air tickets, and more — while ensuring safe, legal, and ethical migration.

The Government-backed Parwaaz Card initiative has officially opened its online registration portal for 2026, allowing eligible citizens across Punjab to apply digitally through the official PSDF website.

What the Parwaaz Card Covers

Parwaaz Card provides interest-free loans to help individuals cover essential pre-departure costs such as medical, visa processing and protectorate fees, air tickets, skill-verification tests, and Overseas Employment Promoter (OEP) fee.

The card also provides:

  • Mandatory pre-departure training (soft skills, cultural orientation for host countries, financial literacy, workplace safety), support for international certifications and visa processing.
  • Connection to verified overseas employers and licensed OEPs
  • Fraud protection and safe migration support

Disbursement follows a transparent model: 20% advance upon approval; 80% released only after uploading payment receipts.

Who Can Apply

The criteria are clear and targeted: Residency — must be a permanent resident of Punjab (proof via domicile or CNIC address). Applicants must be 18 years or older with a valid CNIC and either a confirmed overseas job offer or active registration with a licensed OEP.

Many skilled Punjabis — electricians, nurses, drivers, hospitality workers, construction experts — receive genuine job offers but face financial barriers. Priority goes to skilled trades in demand abroad: construction, healthcare, hospitality, heavy vehicle driving, IT, plumbing, and electrical work.

How to Register

You can apply online through the official website parwaaz.psdf.org.pk by registering with your CNIC and mobile number, filling out the application form, and uploading the required documents.

After submission, authorities verify documents and eligibility. Repayment begins after a 3–6 month grace period, with monthly installments continuing for the agreed tenure.

Parwaz card is a welfare initiative; therefore, registration for this card and any services covered under this card is 100% free.

Economic Context and Remittances

These loan programs come at a time when overseas employment is delivering record economic returns for Pakistan. As many as 336,999 Pakistanis secured employment abroad between January 1 and June 30, 2025, through the Bureau of Emigration and Overseas Employment (BEOE).

This surge in overseas employment fueled a historic $4.1 billion in worker remittances in March 2025. Remittances rose by 30.9 percent during July-April FY25 compared to $23.9 billion received in the same period last year. The central bank has also revised its FY25 remittance projection upward from $36 billion to $38 billion, citing current trends.

Saudi Arabia, the United Arab Emirates (UAE) and other Gulf countries are key destinations for Pakistan’s skilled and unskilled workers, whose remittances are vital for the cash-strapped country.

Every worker who secures employment abroad through these loan programs contributes directly to Pakistan’s foreign exchange reserves and balance of payments stability.

How to Avoid Fraud

Both the federal and Punjab governments have warned applicants to use only official channels. The Punjab Government officially warns all applicants that the registration for the CM Punjab Parwaz Card 2026 is 100% Free. There are no processing fees or approval charges. Do not share your personal information or OTP with third-party agents or unofficial websites. Only trust portals ending in .gov.pk or .psdf.org.pk for your application.

For the federal scheme, apply only through the PM Youth Programme portal. For the Parwaaz Card, use parwaaz.psdf.org.pk exclusively. No legitimate government scheme charges processing fees or requires payment to agents.
