Islamabad is set for a major transformation as the Capital Development Authority (CDA) has approved a citywide rehabilitation plan that promises upgrades in all sectors of the capital — not just a few selected areas. The focus is on bringing uniform improvement to roads, streetlights, drainage systems and commercial centres so that residents across the city feel the difference in their daily lives.
The decision was taken in a meeting chaired by CDA Chairman Muhammad Ali Randhawa, where officials reviewed the current condition of civic infrastructure. Detailed surveys of roads, streets and markets had already been completed, giving the CDA a clear picture of what requires to be fixed where. The engineering wing has also finalised preliminary cost estimates, especially for Islamabad’s older sectors, where infrastructure has deteriorated over time.
Fresh road carpeting and complete reconstruction of damaged stretches
Under this plan, all sectors will get the same standard of road works. This includes fresh road carpeting, patchwork, and, where necessary, complete reconstruction of damaged stretches. For residents, this could mean fewer potholes, smoother drives, and safer commutes, particularly during the rainy season when poor roads often become a hazard. Existing footpaths will be repaired, while new ones are definitely going to be built in areas where pedestrians currently have no safe walking space.

Restoration of streetlights by CDA
Another key component is the restoration of streetlights. The CDA is planning to repair the ill-performing lights and damaged poles and install new lighting where needed. Better illumination will help improve public safety and visibility at night, benefiting students, office workers, shopkeepers, and families who move around the city after dark.
Plan for Main Commercial Hubs in Islamabad Sectors
Islamabad’s main commercial hubs will also be upgraded. Busy areas like Super Market, Jinnah Super, Aabpara, Karachi Company, and Blue Area are part of the plan. Chairman Randhawa has directed that traders and business associations be taken on board so that repair and construction work does not unnecessarily disrupt business activity. The idea is to modernise markets while keeping daily commercial life running smoothly.

Upgradation of sewage and drainage networks
The rehabilitation programme further includes new road signage, clear lane marking and rubber speed breakers to improve traffic flow and safety. One of the largest components is the upgrade of sewerage and drainage networks, including manholes and curb stones, to reduce urban flooding and waterlogging during heavy rains.
To make sure the city doesn’t just function better but looks better, the chairman has kept on emphasizing that involving experienced architects for beautification and urban design. Greenbelts, medians and public spaces are expected to be redesigned in a way that enhances Islamabad’s natural character and clean image.

Randhawa also instructed officials to make maximum use of internal resources and procure modern machinery to execute the plan efficiently. He said the initiative is not only about fixing basic services, but about restoring Islamabad’s aesthetic appeal and planned-city identity via high-quality, consistent development across all sectors of the capital.
