Pakistan’s oil supply goes digital with OGRA’s track and trace system

In a bold move to modernize Pakistan’s energy infrastructure, the Oil and Gas Regulatory Authority (OGRA) has launched the second phase of its ambitious “Digitizing Pakistan’s Oil Supply Chain” initiative.

The highlight of this phase is the introduction of a Track and Trace system designed to bring real-time transparency, accountability, and safety to the entire downstream oil sector. 

Building on the success of its online licensing portal and the Raahguzar mobile app—which helps consumers locate licensed fuel stations using GPS—OGRA is now going a step further.

This latest initiative, developed in collaboration with the Punjab Information Technology Board (PITB), will digitize every stage of petroleum product movement across the country. 

Creating a Digital footprint of each transaction 

From refineries and import terminals to storage depots, tank lorries, and finally to retail outlets, the system will create a digital footprint of each transaction. It will deploy ERP systems, GPS tracking, and centralized digital dashboards, the Track and Trace system permits authorities to  

  • Evaluate fuel logistics in real-time 
  • Reduce fuel theft 
  • Curb illegal practices like decanting and smuggling

OMCS operation with ERP support 

Already, 29 Oil Marketing Companies (OMCs) are operating with ERP support, and nearly 15,000 fuel tankers have GPS devices installed— This is setting the stage for a full-scale national rollout. This also supports quicker response times in emergencies and guarantees more efficient fuel delivery, especially in remote or underserved areas. 

OGRA chairman’s remarks regarding this significant move 

Speaking on the occasion, OGRA Chairman Masroor Khan emphasized the significance of the move: 

“This is a landmark step for Pakistan’s oil sector. We are now working on creating a transparent, secure, and tech-driven ecosystem that is going to be beneficial not just regulators and organizations, but ordinary citizens will also get benefit out of it.”

Public Safety: Better tracking reduces road hazards by ensuring tankers comply with safety regulations. 

Consumer Trust: It guarantees fuel quality and authenticity, restoring confidence in the system. 

Anti-Smuggling Enforcement: Real-time monitoring assists in cracking down on black-market fuel distribution. 

Efficiency Boost: Shorter delivery times and fewer logistical losses for OMCs and retailers. 

National Revenue Protection: Prevents tax evasion via unregistered or illegal supply chains. 

With this initiative, OGRA is not just regulating—it is leading Pakistan into a digitally secure future, one step at a time.
