Pakistan has officially revised the eligibility criteria for the Central Superior Services (CSS) competitive examination. In a landmark shift, the National Assembly and the Federal Public Service Commission (FPSC) have confirmed significant increases to both the maximum age limit and the number of permissible attempts.

These changes are designed to modernize recruitment and provide a broader talent pool with the opportunity to join the country’s civil service. The new regulations represent the most substantial overhaul of the CSS entry requirements in decades.

New CSS Eligibility Rules for 2026 and Beyond

Starting with the CSS 2026 examination cycle, the upper age limit for general candidates has been increased from 30 to 35 years. This adjustment acknowledges that many professionals and advanced degree holders often decide to pursue a career in public service later in their vocational lives.

In addition to the age extension, the number of attempts allowed for each candidate has been raised. Aspirants can now appear for the CSS exam a total of five times, up from the previous limit of three. This change provides a vital safety net for high-potential candidates who may have narrowly missed selection in earlier attempts.

CSS 2025: Current Age and Attempt Limits

It is crucial for aspirants to note that these new rules are not retroactive. For the CSS 2025 examination, the traditional eligibility criteria remain in force. Candidates appearing in 2025 must adhere to the 30-year age limit, calculated as of the cutoff date of December 31, 2024.

The transition to the 35-year limit and five-attempt rule will only be officially implemented for the CSS 2026 cycle. Candidates who have already exhausted three attempts but are still under the age of 35 will become eligible again once the 2026 registration opens.

Standard Age Relaxation Categories

Until the 2026 rules fully take effect, the two-year age relaxation (up to 32 years) continues to apply for specific groups. These categories include:

  • Candidates from Scheduled Castes and the Buddhist community.
  • Permanent residents of Balochistan, Azad Kashmir, and Gilgit-Baltistan.
  • Recognized tribes from specified districts in Khyber Pakhtunkhwa (KPK).
  • Disabled candidates with a valid disability certificate.
  • In-service government servants with at least two years of continuous service.

Timeline for CSS 2026 Implementation

The FPSC has already begun laying the groundwork for the 2026 cycle. The eligibility cutoff for the CSS 2026 exam is set for December 31, 2025. Candidates must ensure they meet all educational and age requirements by this date.

Registration for the MCQ-Based Preliminary Test (MPT) for the 2026 session is expected to open in August 2025. The written competitive examination is currently scheduled to commence on February 4, 2026. This schedule gives older candidates who were previously ineligible a significant window to prepare.

Why the National Assembly Changed CSS Rules

The resolution to reform CSS entry requirements was moved by MNA Syeda Nosheen Iftikhar following concerns over declining pass rates. In the CSS 2024 written results, only 2.53% of candidates managed to clear the exam, highlighting a potential gap in the recruitment funnel.

By raising the age limit to 35, the government aims to attract experienced professionals, including doctors, engineers, and corporate leaders, into the civil service. This move is expected to improve the quality of governance by bringing in diverse expertise and a more mature perspective to the administrative machinery of Pakistan.
