The Capital Development Authority (CDA) has revealed an ambitious plan to modernize Islamabad’s Diplomatic Enclave, and the main aim behind this plan is to enhance security, improve infrastructure, and provide better facilities for the dozens of foreign missions based in the capital.
During a high-level meeting chaired by CDA Chairman and Islamabad Chief Commissioner Muhammad Ali Randhawa, the decision was finalized after following directives from Interior Minister Mohsin Naqvi. Officials say the upgrades are not just about infrastructure but also about reinforcing Pakistan’s national image and diplomatic stature.
Key Features of the Upgrade Plan
The plan of the CDA includes
- The construction of a modern shopping and sports complex
- The redesigning of entry and exit points
- A complete overhaul of the enclave’s roads and lighting systems
Smart lighting will be installed along major routes, while landscaping and green belts will be revitalized to create a more welcoming and environmentally friendly atmosphere.

A major focus will be security enhancements. All access points will be fitted with advanced surveillance systems, with CCTV cameras installed at key checkpoints. These will be fully integrated into Islamabad’s Safe City surveillance network, enabling real-time monitoring to ensure the safety of diplomats and staff.
Promoting a Modern, Healthy Environment
Besides security, the plan emphasizes on creating a vibrant and livable environment. New cycling tracks, a sports complex, food courts, kiosks, and a multi-purpose event hall are expected to provide healthy recreational options, and convenient facilities for both embassy staff and visitors.
Chairman Randhawa has highlighted the vitality of timely and high-quality completion, calling the enclave “a clear manifestation of Pakistan’s national image.” He said the planned upgrades will not only improve the daily operations of embassies but also strengthen Islamabad’s reputation as a modern and secure diplomatic hub.
The Diplomatic Enclave, already one of the capital’s most secure areas, will, after these developments, offer an improved environment that is more efficient, attractive, and welcoming — aligning with international standards of diplomatic infrastructure.
