Groundbreaking of T-Chowk flyover, Shaheen Chowk underpass scheduled for early September

Groundbreaking of a flyover at T-Chowk and an underpass at Shaheen Chowk has been scheduled for early September.

Interior Minister Mohsin Naqvi on Saturday gave the go-ahead to a wide-ranging set of development initiatives for the federal capital, aimed at easing traffic congestion, improving civic facilities, and fast-tracking long-delayed housing projects.  

The decisions were finalized during a high-level meeting conducted at the Capital Development Authority (CDA) headquarters, which was attended by senior government officials and city planners. 

Major Traffic Infrastructure Projects 

One of the most important announcements was the ratification of a flyover at T-Chowk and an underpass at Shaheen Chowk—two of Islamabad’s busiest intersections that witness heavy traffic on a daily basis.

Both projects are expected to massively minimize congestion for commuters, with groundbreaking scheduled for early September. The minister kept on stressing that timelines must be strictly followed to deliver relief to the public as quickly as possible. 

Crackdown on Encroachments 

During the meeting, Naqvi also directed authorities to launch a city-wide operation against encroachments, underlining that there would be “no leniency” in removing illegal structures from the capital’s sectors.

He set September 30 as the firm deadline for clearing all affected areas. Responsibility for the operation was assigned to the SSP Operations, ADCG, and Director DMA, who will be required to ensure strict compliance. Housing societies were also warned to follow regulations or face disciplinary action. 

Diplomatic Enclave and Tourism Facilities 

The meeting ratified Phase One of the Diplomatic Enclave Upgradation Project, which includes modernizing the main entrance from Constitution Avenue upgrading adjoining roads and constructing a new boundary wall, and adding a cycling track and recreational park. 

Tourism-related initiatives also came under evaluation. Plans to remodel Daman-i-Koh, one of Islamabad’s most visited viewpoints, were discussed to improve facilities for local and foreign tourists. 

Housing Sector Development 

Interior Minister Naqvi placed strong emphasis on accelerating stalled housing projects of Islamabad. He gave all the relevant instructions to the CDA to accelerate development in sectors C-14, C-15, and C-16, which are under construction, while also resolving long-pending issues in E-12 and I-12, so that allottees can finally take possession of their plots.

Hotels, Model Jail and Capital House 

To strengthen Islamabad’s hospitality sector, Naqvi set a December 31 deadline for completing groundwork on two new five-star hotels. Officials also briefed him on progress at the Model Jail project, where the first phase is nearing completion. Land has also been allocated for the establishment of a Capital House, which will serve as an important administrative facility. 

Interior Minister Mohsin Naqvi kept on stressing that these projects depict the dedication of the gov to transforming Islamabad into a modern, livable and well-planned capital city. He assured citizens that all available resources would be mobilized to deliver visible improvements in both infrastructure and public services.
