Faisalabad to get modern engineered landfill with integrated recycling project

Punjab has taken a major step toward modernizing its waste management system, marking a shift toward cleaner cities and environmentally responsible urban planning. The Provincial Development Working Party (PDWP) has approved Rs 4.35 billion to build engineered landfill sites in two districts, including the industrial hub of Faisalabad. The initiative reflects the province’s commitment to sustainable waste practices and improved public health standards. 

A Modern Landfill for Faisalabad 

The flagship component of the project is the construction of an engineered landfill at Lakhoana on Jaranwala Road, covering 150 acres. Once operational, this facility will be equipped to manage nearly 1,100 tons of waste per day, significantly easing the burden on the city’s existing waste disposal system. 

Engineered landfills differ from traditional dumping sites because they use scientific methods—such as lined bases, leachate treatment, and controlled dumping—to protect soil and groundwater. This upgrade marks a huge leap for Faisalabad, where daily waste generation has risen due to rapid urbanization. 

Integrated Recycling System to Reduce Landfill Load 

A key feature of the plan is an integrated recycling system aimed at minimizing the amount of waste ending up in landfills. The system will allow recyclable materials to be separated and processed, easing landfill pressure and promoting a cleaner environment.

Commissioner Raja Jahangir Anwar emphasized that Faisalabad urgently needs a modern solution to keep pace with its growing waste challenges. He described the approval as an “important milestone” and confirmed that on-ground work would begin soon according to the approved blueprint. 

Advanced MRFs for Faisalabad and Gujranwala 

In addition to the landfill upgrades, the Punjab government—through the Punjab Municipal Development Fund Company (PMDFC)—is developing two Material Recovery Facilities (MRFs) in Faisalabad and Gujranwala. These facilities, designed under the Design, Build, and Operate (DBO) model, will each process 500 tons of mixed municipal waste per day. 

MRFs will provide assistance in sorting waste into 

  • recyclables 
  • compostable matter 
  • landfill-bound materials, supporting a circular economy

PMDFC General Manager Adnan Nisar noted that recycling plastics, textiles, and organic waste is going to make a huge impact by cutting back carbon emissions. 

Contracts Awarded After Rigorous Bidding 

After ensuing competitive bidding process held between October 2024 and April 2025, the Faisalabad Waste Management Company has decided to sign its contract on June 18, while the Gujranwala Waste Management Company finalized theirs on July 7. Site assessments were all completed on June 4, and the preliminary design report was submitted on August 27.
