In a welcome development for women in the capital, the Capital Development Authority (CDA), along with the Metropolitan Corporation Islamabad (MCI) has declared plans to establish a state-of-the-art women’s park inside the city’s landmark F-9 Park.

The initiative is intended to provide women with a secure and inclusive environment where they can enjoy outdoor activities without hesitation. The park is going to feature dedicated walking and jogging tracks, modern fitness areas, children’s play zones, cafés, wellness centers, and beautifully landscaped open spaces. In short, it will be more than just a park — it will be a hub for health, leisure, and community bonding.

Built Through Partnership

The project will be developed under a Public-Private Partnership (PPP) model by capitalizing on the Build-Operate-Transfer (BOT) framework. This means that a private partner will get a chance to design, finance and construct and operate the park for a set period before handing it back to the city. Such a model guarantees quality development while easing the financial burden on the government.

MCI has already invited Expressions of Interest (EOIs) from local and international firms with proven expertise in hospitality, recreation, and public amenity projects. The selected partner will not only construct the facility but also manage and maintain it, ensuring long-term sustainability.

Why It Matters

For years, women in Islamabad have had restricted access to safe and exclusive recreational spaces. This project addresses that gap by providing an environment where women of all ages — from young professionals to mothers with children and elderly citizens — can relax, exercise, and connect with others.

Beyond recreation, the initiative is a true manifestation of women’s empowerment in urban planning. It depicts a growing recognition that cities must cater to the unique requirements of women, ensuring that public spaces are highly inclusive, safe and welcoming.

According to officials, shortlisted firms will be invited later to submit detailed proposals once the Request for Proposal (RFP) process commences. With its modern facilities and focus on security, the women’s park will now become an example for other cities all over Pakistan, displaying how thoughtful planning can create spaces that truly play a role in serving the community.
