Islamabad’s residents may soon see a major improvement in the way their water is supplied and managed, as the Capital Development Authority (CDA) has announced an ambitious plan to modernise the city’s water system.

Officials say the projects, which will be taken up in phases, aim not only to improve access but also to reduce waste and bring long-term efficiency.

Tackling Wastage with Water Meters

One of the most significant parts of the plan is the introduction of water meters across the capital. A team of consultants will carry out a detailed survey before installation begins.

The goal is to reduce what experts call “non-revenue water” — water that is supplied but never paid for, either due to leakages, illegal connections, or mismanagement. With meters in place, the CDA hopes to keep track of usage, encourage conservation, and cut down on wastage.

Energy-Efficient Pumps and Motors

Another key element of the plan is to replace outdated pumps and motors with modern, energy-efficient systems. Chairman Muhammad Ali Randhawa explained during a high-level meeting that these upgrades will reduce electricity costs, which currently weigh heavily on the CDA’s budget. The money saved, he added, could then be reinvested into further improving water services for citizens.

Sewerage and Treatment Plant Revival

The authority also outlined proposals to repair and rehabilitate the city’s ageing sewerage lines. Equally important is the plan to fully activate Islamabad’s sewage treatment plant, which has long been underutilized.

Once operational, the facility will not only treat wastewater effectively but also contribute to cleaner surroundings and healthier environment.

Public-Private Partnership Approach

CDA is preparing to carry out these projects under a Public-Private Partnership (PPP) model to guarantee. Transaction advisory services will soon be engaged to guide the process, making sure that both efficiency and accountability are built into the system.

Senior CDA officials, including Member Planning and Design Dr. Khalid Hafiz and Member Finance Tahir Naeem, attended the meeting. Stressing the urgency, the leadership noted that Islamabad’s water challenges — from shortages to system inefficiencies — cannot be delayed any longer.

For many residents, this initiative is giving strong signals that reliable, sustainable water services may finally become a reality.
