Sindh has transformed its vehicle registration system into one of Pakistan’s most digitally advanced provincial services. What began as a home-based doorstep service has grown into a full digital ecosystem. Citizens can now register vehicles from home, complete transfers online, verify vehicles through the NADRA Pak ID app, pay token tax digitally, and carry a chip-based smart card instead of a paper registration book.

What Is Sindh’s Home-Based Vehicle Registration?

The Sindh government introduced a facility for registering vehicles from home. This was revealed by Information, Transport, and Excise Minister Sharjeel Memon during a press conference, who stated that following an important meeting of the Excise Department, it was decided to introduce this new facility.

The service carries a government fee of Rs 10,000, and both biometric data collection and verification are carried out at the individual’s home. A government representative visits the applicant’s address to complete the process. No visit to an excise office is required.

This initiative saves time and effort for vehicle owners, who no longer have to visit government offices for registration purposes.

The Sindh government also decided to eliminate the 60-day limit for vehicle registration, making it compulsory for individuals to purchase only registered vehicles. If you buy an unregistered vehicle, you must complete registration before operating it on the road.

Full Online Registration and Transfer Now Live

Citizens can complete vehicle registrations and transfers online, removing the need to visit government offices.2 The online portal is managed by the Excise, Taxation and Narcotics Control Department and is accessible via the official tax portal at taxportal.excise.gos.pk.

The government has also moved toward cashless transactions to simplify vehicle-related processes and minimize public inconvenience. The Sindh Motor Vehicle Tax and Registration system is now fully digitized, making it easier for citizens to register vehicles, pay token tax, transfer ownership, and purchase premium plates, with the entire process designed to be transparent, efficient, and user-friendly.

Mandatory Biometric Verification

After launching the home-based service, Sindh took another step forward. The Sindh government implemented biometric verification for vehicle registration to enhance transparency and reduce fraud.

Starting from July 1st in phase one, all new vehicle registrations required biometric verification, meaning buyers needed to provide their fingerprints and other biometric data to complete the registration process.

In the second phase, beginning November 1st, biometric verification was extended to include those purchasing used vehicles, requiring both the buyer and seller to provide their biometric information.3

In the third and final phase, biometric verification became mandatory for all vehicle transfers, regardless of whether the vehicle is new or used.

Excise Minister Sharjeel Inam Memon emphasized that biometric verification helps ensure that only legitimate transactions take place and that vehicles are not being transferred illegally.

How to Complete Biometric Verification

Citizens can complete biometric verification at NADRA e-facilitation centers or their local district excise offices. The process involves providing fingerprints and other biometric data.

Alternatively, for vehicle transactions, biometric verification can now also be completed through the NADRA Pak ID mobile application from home (see section below).

Smart Card Replaces Registration Book

The Excise and Taxation Department started issuing a Vehicle Registration Card by replacing the existing registration book with a chip-based smart card. Vehicle and owner information is stored in the smart card.

These cards are more durable, easy to carry, and the QR code allows for quick authentication.7 Traffic police and relevant authorities can scan the QR code to instantly verify vehicle details without manual checks.

All newly registered vehicles in Sindh now receive a smart card as standard. Existing vehicle owners can contact their local excise office to request a smart card in place of the old registration book.

Verify Your Vehicle via the NADRA Pak ID App

NADRA launched a new vehicle verification facility for the buying and selling of registered vehicles in Sindh, introduced in collaboration with the Sindh government, allowing citizens to verify vehicles directly through NADRA’s Pak ID mobile application.

Using the app, buyers and sellers can confirm essential vehicle details remotely, reducing the need for physical visits during the initial stages of a transaction.

Once vehicle credentials are successfully verified through the Pak ID app, users can proceed with the remaining registration and transfer formalities at the relevant provincial departments. Officials say the move is designed to increase transparency, curb fraud, and streamline the vehicle transfer process.

The Pak ID app is available on both Android and iOS. Download it from the Play Store or App Store and log in with your CNIC to begin vehicle verification.

How to Pay Token Tax Online in Sindh

Sindh vehicle tax online payment can now be made through the computerized system using online banking and ePayment Sindh.

Follow these steps to pay token tax online:

  1. Visit taxportal.excise.gos.pk or download the Sindh ePayment app
  2. Enter your vehicle registration number to generate a PSID (Payment Slip ID)
  3. Pay via online banking, Easypaisa, JazzCash, or ATM
  4. Save your payment receipt as proof of tax payment

Failing to pay Sindh vehicle tax on time results in penalties. The payment system is available 24/7, so you can generate a payment slip at any time.

In 2026, unpaid token tax may block online vehicle transfer requests. Pay your token tax on time to avoid delays when selling or transferring your vehicle.

Updated Transfer Penalty Rates

The Excise Department announced updated vehicle transfer penalty rates effective February 13, 2025. The updated penalty is Rs 50 per day, with a maximum capping of Rs 10,000.

These rates apply when a vehicle transfer is delayed beyond the allowed period. Vehicle buyers should complete transfer documentation promptly to avoid accumulating daily penalties.

For late token tax payments, a late payment fine of 10–25% of the due tax per month applies, and prolonged non-payment may result in vehicle impoundment.

E-Challan System Now Live in Karachi

The faceless e-challan/TRACS system went live in Karachi on October 27, 2025, with daily statistics and top violations published by Karachi Traffic Police.

Traffic challans are now issued digitally for on-road violations. The Sindh Government introduced the e-challan system for the issuance of traffic fines for traffic violations. Citizens can check if a challan has been issued against their vehicle online through the Sindh Excise portal or the dedicated e-challan check service.

Keeping vehicle registration, token tax, and transfer records up to date helps avoid additional fines linked to registration status under the e-challan system.

Prepare these documents before applying for registration — whether at home or online:

  • Valid CNIC (front and back)
  • Sales invoice or purchase receipt (for new vehicles)
  • Transfer letter or sale deed (for used vehicles)
  • Proof of insurance
  • Active mobile number linked to your CNIC
  • Biometric data (fingerprints) — collected during the home visit or at a NADRA e-facilitation center
