Punjab has completely digitized its stamp paper system as of March 2026. The Punjab government has discontinued the use of traditional security stamp papers and launched major digital reforms under the Board of Revenue’s stamping system. Under the new system, citizens can pay stamp duty and obtain stamps completely online, eliminating the need to visit banks to purchase stamp papers. The transformation marks the end of centuries-old manual processes that were prone to fraud and delays.
What Is Punjab E-Stamp System?
The Punjab e-stamping system is a digital platform developed by the Punjab Information Technology Board (PITB) in collaboration with the Board of Revenue. PITB’s e-Stamping system has completely revamped the stamp issuance process which once used to take at least two to three days, has now been put online by PITB so that anyone wanting to purchase high value non-judicial and judicial stamp papers can do so by using a computer with internet connection.
PITB has also built a central database for e-Stamping system which has made the verification process easier for citizens. A mobile app has also been developed for auditors so they can easily verify e-Stamp paper and Challan-32-A.
The system addresses major issues with traditional stamp papers. The centuries old process had major issues pertaining to citizen facilitation like leakage of revenue through fake and fraudulent practices. Digital stamps eliminate forgery risks and ensure instant authentication.
Major Changes in 2026
Complete Digital Transition
The Punjab Land Records Authority (PLRA) has abolished the traditional yellow stamp paper used in land-related transactions and introduced a new digital white stamp paper system across the province. Physical stamp papers are no longer available or accepted.
Through the official government portal, e-stamps can be acquired from home, and using a mobile app, payment and OTP verification allow instant issuance of e-stamps. E-stamps can now be downloaded and printed on ordinary white paper, reducing the risk of fake or illegal stamp papers.
Updated Fee Structure
The Punjab government announced major fee increases in January 2026. Key changes include:
The minimum value of e-stamp paper has been raised from Rs100 to Rs300. The fee for divorce-related stamp papers has surged from Rs100 to Rs1,000, while the stamp paper required for domicile certificates, used for school admissions and job applications, has been increased from Rs100 to Rs500.
Property-related fees saw significant jumps. The cost of e-stamp paper for property sale agreements has been increased significantly, from Rs1,200 to Rs3,000. In addition, for agreements valued up to Rs500,000, the fee has been increased from Rs1,200 to Rs3,000, while agreements ranging between Rs500,000 and Rs1 million will now require a fee of Rs6,000.
The fee for power of attorney e-stamp papers has been raised from Rs1,500 to Rs1,800. Utility connections also face higher costs. Stamp paper fees for new electricity, gas, and water connections have jumped from Rs100 to Rs1,000.

How to Generate E-Stamp Online
The process takes less than 15 minutes:
- Visit the Portal: Access the official Punjab e-stamping portal at es.punjab-zameen.gov.pk
- Select District: Choose the district where your transaction takes place
- Enter Details: Input buyer, seller, and property information along with CNIC numbers
- Calculate Duty: The value of the stamp duty is calculated on the basis of data provided by the buyer (such as land area, location, covered area, commercial / residential status etc.). The DC valuation tables have been built into the system
- Generate Challan: Create Challan Form 32-A for payment
- Make Payment: Pay at designated banks or through online banking
- Download E-Stamp: After payment confirmation, download and print your e-stamp
Under the new system, people can obtain e-stamps through the official government portal from home. Payments can also be made through a mobile application, and after OTP verification, the e-stamp is issued instantly.
Verification Process
Every e-stamp includes security features for instant verification. Every e-stamp paper includes a unique QR code. Scanning this code with a mobile app connects directly to the BOR server for instant verification.
Three verification methods are available:
- Scan the QR code with any smartphone
- Enter the unique stamp ID on the verification portal
- Use the auditor mobile app for official verification
The system marks verified stamps to prevent reuse. After utilization of the stamp paper, the database will mark a red strike against the paper which will restrict reuse of same stamp paper.

To generate e-stamps, you need:
- Valid CNIC of all parties involved
- Authorities have also made it mandatory for applicants to have a SIM card registered in their own name in order to obtain e-stamp papers

The names of the buyer, seller and the person by whom stamps papers are being purchased will be fed into the system along with their CNIC which will be verified online from NADRA database in real time.
