Islamabad Traffic Police launches online learner driving permit facility

Getting a driving learner’s permit in the federal capital has just become easier. The Islamabad Traffic Police (ITP) has launched an online E-Learner’s Permit system, enabling citizens to apply for their permits without stepping into a traffic office. 

The move is part of a wider push to modernize public services and make life easier for residents. For years, long queues and repeated visits to traffic offices were a common complaint. Now, officials say the entire process can be completed from the comfort of home through a simple online portal

At the same time, authorities have set a strict deadline: citizens have until October 7, 2025 to obtain a valid license. From October 8, the police will begin strict enforcement, and anyone found driving without a license will face legal action—ranging from arrests to impoundment of vehicles. 

How the Process Works 

Applying is straightforward. Citizens begin by clicking the “Apply for Learner” option on the official portal. After a quick registration using their name, CNIC, email, and password, applicants are guided to a form where they must enter personal details.

To complete the application, three items must be uploaded: 

• A recent passport-size photograph 

• CNIC (front and back) 

• A verified medical certificate 

The medical certificate form is available on the Islamabad Police website and must be signed by a government hospital doctor. Applicants are advised to arrange this before starting the online process, as it needs to be uploaded at the time of submission. 

Fee Submission and Issuance 

Once the documents are uploaded and the category of license is selected, the system generates a fee slip. The payment can be made through Easypaisa or JazzCash, adding further convenience. After confirmation of payment, the learner’s permit is officially issued. 

Officials keep on saying that the new system not only minimizes crowding at traffic offices, but it is also a clear manifestation of a shift toward digital governance, where citizens can access essential services without unnecessary delays. 

This initiative is considered to be a practical step toward a smarter, faster and citizen-friendly traffic management system for the people of Islamabad.
