Islamabad is all set to get a new, modern downtown district — an expansive and futuristic urban hub that blends commercial, residential, and recreational spaces into one. The Capital Development Authority (CDA) has announced plans for the Jinnah Square Downtown, a mega-development project that will span over 5,400 kanal of prime land along Srinagar Highway and Murree Road, from the One Constitution high-rise to the vicinity of Bhara Kahu Bypass.
According to CDA officials, this project is expected to generate trillions of rupees over the next two decades, becoming a significant contributor to the capital’s economy. It will feature plots for hotels, apartments, hospitals, commercial centers, and recreational areas — offering a blend of city living and natural beauty.
Balanced Urban Growth
The downtown area will likely to be developed with a strong emphasis on sustainability. Nearly 40 percent of the land is expected to be utilized for construction, while the remaining 60% of the land will be reserved for green spaces, parks and road infrastructure, offering a refreshing balance between urban development and nature.
Strategically located between Rawal Dam and the Margalla Hills, the area promises stunning views and will likely be a hotspot for local and international investors alike.
Planning and Approval Process
CDA has already secured over 90% of the land, with only a portion in Malpur currently under adverse possession. Before any construction begins, the proposal will be presented to the CDA board this week and, if approved, forwarded to the federal cabinet through the Ministry of Interior for final consent.

The project was conceptualized by CDA Chairman Mohammad Ali Randhawa, who, during visits to the Serena Interchange and Murree Road projects, envisioned turning the underutilized land into a vibrant business and residential district.
Supporting Infrastructure
Alongside this plan, work on the Murree Road underpass is in full swing. Once completed by end of May, it will offer direct access from Murree to Srinagar Highway — easing traffic and enhancing connectivity to the future downtown.
