In a major step toward transforming Islamabad into Pakistan’s first cashless model city, the Capital Development Authority (CDA) has officially launched its Cashless One-Window Directorate, allowing citizens to make all payments digitally under one roof.
The system was inaugurated by CDA Chairman and Chief Commissioner of Islamabad Mohammad Ali Randhawa on October 25, in a ceremony attended by senior CDA officials, representatives from major banks, and technology partners.
A Step Toward a Digital Capital
Speaking at the event, Chairman Randhawa said the initiative reflects the vision of Prime Minister Shehbaz Sharif and Federal Interior Minister Mohsin Naqvi, who aim to modernize public services through technology.
“The objective of this initiative is to make Islamabad Pakistan’s first cashless model city,” Randhawa said, adding that the new system will not only enhance efficiency but also ensure transparency and convenience for citizens.
The newly launched platform allows users to make payments for various CDA services—such as property dues, building approvals, and taxes—through QR code-based systems linked to popular digital platforms like Easypaisa, JazzCash, and multiple commercial banks.

During the ceremony, Randhawa personally conducted a digital transaction to test the system’s effectiveness.
Expanding the Cashless Ecosystem
Officials briefed attendees that the cashless model is already being rolled out in weekly bazaars, shopping centers, and major markets (Markaz) across the capital. In the coming months, the CDA aims to integrate all public and commercial areas into the system in phased stages.
“This initiative is part of our broader effort to promote a digital economy, safeguard citizens from fraud, and encourage transparent financial practices,” Randhawa stated.
One-Stop Public Services
Randhawa also unveiled that the CDA will soon launch the ‘Assan Khidmat Markaz’, a one-stop facility where all public services will be offered under a single roof in a corporate-style environment.
Citizens will have the flexibility to find any bank or financial institution for transactions and will also gain access to e-challan facilities for easy, traceable payments.
The CDA’s digital leap marks a significant stride toward e-governance and financial modernization. Officials keep on hoping that by embracing cashless systems, Islamabad will set a national precedent for transparency, efficiency, and digital transformation.
