Pakistan has achieved a major milestone in emergency medical services with the formal launch and operationalization of the Punjab Air Ambulance Service. Designed to provide rapid medical intervention for motorway accidents and remote emergencies, this service is the first of its kind in South Asia.

Spearheaded by Chief Minister Maryam Nawaz Sharif, the program aims to bridge the “golden hour” gap—the critical period after a traumatic injury when prompt medical treatment is most likely to prevent death.

Launch of Pakistan’s First Aerial Rescue Program

The service was officially inaugurated in June 2024, marking a transition from traditional ground-based rescue to an integrated aerial medical system. While Rescue 1122 has served the province for nearly two decades, the addition of an air ambulance provides a solution for areas where traffic congestion or geographic isolation makes ground transport unfeasible.

The Punjab government has initially leased and procured specialized aircraft equipped as “Intensive Care Units” (ICUs) in the sky. These helicopters and fixed-wing aircraft are stationed to provide rapid response across the extensive motorway network connecting Punjab to the rest of the country.

Operational Milestones and First Mission Success

The service moved from a ceremonial launch to an operational reality in August 2024. The first successful life-saving mission involved the transfer of a patient named Khalila Bibi from a remote area in Mianwali to Lahore.

The patient, suffering from a critical condition, was transported in record time, a journey that would have taken over seven hours by road. This successful mission demonstrated the technical capability of the crew and the seamless coordination between regional hospitals and the central rescue command.

How the Air Ambulance Service Works

The air ambulance is not a standalone entity but is deeply integrated into the existing emergency infrastructure.

Integration with Rescue 1122

When a major accident is reported on a motorway (such as the M-2 or M-3), the Rescue 1122 command center evaluates the severity. If the injuries are life-threatening and the distance to a tertiary care hospital is significant, the air ambulance is dispatched.

Specialized Medical Staff and Equipment

Each flight carries a team of specialized flight paramedics and doctors. These professionals have undergone rigorous training in:

  • Aviation Physiology: Managing patients under changing atmospheric pressures.
  • Advanced Life Support: Utilizing on-board ventilators, defibrillators, and monitoring systems.
  • Rapid Triage: Deciding on-site which patients require immediate aerial evacuation.

Strategic Importance for Motorway Safety

Motorways in Pakistan see high-speed traffic, and accidents often involve multiple vehicles with severe trauma cases. Ground ambulances frequently struggle with “bottlenecks” at toll plazas or during peak traffic hours.

The helicopter rescue service provides a direct line of transport to major trauma centers in Lahore, Multan, and Rawalpindi. By landing directly on or near the motorway, the service ensures that victims of high-speed collisions receive surgical intervention within the shortest possible time frame.

Future Expansion and Sustainability

The Punjab government has committed an initial budget of approximately Rs 1 billion for the sustainability of this program. Plans are already underway to expand the fleet to ensure that no point in Punjab is more than 30 minutes away from an aerial rescue link.

Furthermore, the government is looking into a “membership model” or insurance-linked system to ensure the service remains free for the underprivileged while being financially viable for the state in the long term.
