CDA pushes forward state-of-the-art Islamabad slaughterhouse for twin cities

The design and financial model of the proposed slaughterhouse have been finalized, marking a major step forward for a project that has been delayed for years. The Capital Development Authority (CDA) has decided to execute the Islamabad Slaughterhouse Project through a public-private partnership (PPP) to ensure modern facilities and efficient operations.

According to CDA officials, the state-of-the-art slaughterhouse is going to be establish in Humak, where an old and underutilized facility already exists. This location selected after years of debate and environmental concerns surrounding earlier proposed sites.

Public-Private Partnership Model Approved

During a meeting chaired by CDA Chairman Mohammad Ali Randhawa, consultants presented the final layout plan of the project. Participants reviewed the design and held detailed discussions on operational and financial aspects.

The CDA confirmed that the project will follow a service-based model, ensuring hygienic, modern, and internationally compliant meat processing facilities. The financial model of the proposed slaughterhouse finalized now, strengthening confidence in its long-term sustainability.

Modern Facilities Planned at Humak

Under the approved plan, the Islamabad slaughterhouse will include:

  1. A modern abattoir
  2. Advanced chilling and cold storage rooms
  3. A designated animal trading area
  4. A commercial zone linked to slaughterhouse operations

These facilities are going to meet the meat requirements of Islamabad and Rawalpindi. Moreover, it will also create opportunities for meat exports to international markets.

Chairman Randhawa stated that the project depicts the CDA’s commitment to providing the best possible civic facilities to residents using all available resources.

Long-Delayed Project Moves Forward

The construction of a new slaughterhouse has remained stalled for many years due to disagreements over location and environmental objections. Previously, Islamabad’s butchers demanded a separate slaughterhouse on a plot in Sector I-11, but environmental authorities raised concerns.

Ultimately, the CDA and the Meat Board agreed on Humak as the most viable location. Sources revealed that the facility is going to be operated by the Meat Board, CDA, and Rawalpindi administration. All these will operate it cooperatively.

Next Steps:

Officials confirmed that the design and financial model of the proposed slaughterhouse will now be presented to the CDA Board and the Meat Board for formal approval. It claimed that after the approval, the project will move toward floating tenders and construction.

“We are highly energetic and ready to execute this project without further delay,” a CDA official said, expressing optimism that years of planning will finally turn into action.
