CDA Prepares to Handover Plots as Work in New Islamabad Sectors Nears Completion

The Capital Development Authority’s new-sector development story has moved from broad updates to clearer, on-ground progress. In early 2026, the focus has shifted toward completion, possession, and final-stage work across multiple sectors.

By now, the picture is more defined. In C-14, basic infrastructure is complete and over 95% of electricity work is in place, bringing it close to handover. In C-15, development is still underway, with sub-base work ongoing on dozens of streets.

In E-12, road development is advancing steadily. Work in sub-sectors 1 and 2 is nearing completion, while roads around the commercial area are progressing at a faster pace. Meanwhile, I-12 has reached its final stages, with most development work nearly complete and a service road expected to begin soon.

At the same time, the authority is addressing broader issues across sectors. Efforts are underway to resolve electricity problems in Park Enclave, complete road carpeting, remove encroachments, and install proper signage. The introduction of e-maps to help locate plots also signals a shift toward more organized and accessible planning.

Overall, the focus is no longer just on development — but on finishing work, handing over plots, and making these sectors fully functional.

C-14 Moved From Booking to Balloting

The CDA’s new-sector housing story has moved beyond general promises. In early 2025, the focus was on speeding up development in sectors like C-14, I-12, and E-12. By early 2026, the picture is clearer. I-15 has entered possession, C-14 has gone through balloting and is nearing handover, I-12 is in final-stage development, and E-12, C-15, and C-16 are still moving through different stages of work.

Sector C-14 became the CDA’s most visible new-sector project at the end of 2024. On December 27, 2024, Interior Minister Mohsin Naqvi inaugurated development work there and said bookings would remain open until December 30, with the draw scheduled for January 14, 2025. He also directed the CDA to complete development quickly and ensure timely possession for allottees.

That draw took place on schedule. CDA’s official C-14 page says 236 plots were available in the January 14 balloting. The authority later published the results, waiting-list mechanism, and payment conditions. CDA also offered a 10% rebate for full upfront payment within 30 days and said the final price of each plot would be computed at the time of possession, based on exact size.

By September 2025, CDA said road-base work in C-14 would be completed within the month. In October 2025, it said the sector had entered its final development stage, with road surfacing, drainage, sewerage, and horticulture work advancing quickly. In January 2026, CDA said the possession process for C-14 plots would begin soon and ordered signboards and e-map data for plot owners.

I-15 Reached Possession Stage

The biggest breakthrough came in Sector I-15. In November 2025, CDA formally began handing over possession after years of delay. The authority said more than 8,600 developed plots out of 10,200 were entering the possession process, with an estimated value of over Rs70 billion.

This matters because I-15 became the first major proof that CDA could move a long-delayed sector from stalled development into actual handover. The November 2025 update also signaled that possession in other sectors would be pushed more aggressively afterward.

I-12 and E-12 Are Closer to Handover

I-12 has not yet reached the same possession stage as I-15, but it is close. CDA said in December 2024 that I-12 was in the final stage and possession would be handed over soon. Later reviews in October 2025, November 2025, and January 2026 repeated that development in the sector had reached final phases, with almost all residential and commercial plots nearing completion.

E-12 remains more complicated. By January 2026, CDA said infrastructure work in sub-sectors 1 and 2 had entered final stages, sub-sector 3 was still under development, and tenders for sub-sector 4 would be issued once obstacles were removed. CDA also directed officials to speed up possession and remove illegal constructions and encroachments.

C-15 and C-16 Are Still Under Development

The sectors along the Margalla corridor are moving, but not as far as I-15. CDA said in September 2025 that C-15 drainage and sewerage work and C-16 road infrastructure were progressing. In November 2025, CDA published tenders worth about Rs67 million for remaining road and culvert work in C-15 and about Rs5 billion for infrastructure development in C-16/1 and C-16/2.

That means both sectors are active, but still clearly in the development stage rather than handover stage.

What Plot Owners Should Expect Next

The latest official picture is no longer vague. I-15 is already in possession, C-14 is next in line, I-12 is close behind, and E-12, C-15, and C-16 remain works in progress. For plot owners, the biggest shift since the original article is that the story has moved from general assurances to a measurable sequence of balloting, tenders, final-stage reviews, and actual handovers.
