Belarus is actively recruiting skilled Pakistani workers to address labor shortages in key sectors. The initiative stems from a 2025 bilateral agreement that offers new overseas employment opportunities for qualified Pakistanis.

Prime Minister Shehbaz Sharif and Belarusian President Aleksandr Lukashenko finalized the framework during talks in Minsk in April 2025. Belarus committed to welcoming up to 150,000 skilled workers as part of broader economic cooperation.

Background of the Bilateral Agreement

The agreement aims to support Belarus’s economy while providing meaningful jobs for Pakistani youth. Both countries agreed to develop mechanisms for safe and legal labor migration. Pakistan’s Bureau of Emigration & Overseas Employment (BEOE) plays a central role in advertising verified positions and facilitating processes through licensed promoters.

Agreements Signed During the Visit

Following the talks, Pakistan and Belarus signed several agreements and memoranda of understanding to strengthen cooperation in defense, commerce, environmental protection, and other sectors. These included a Readmission Agreement, cooperation agreements between the interior ministries, and a military-technical cooperation roadmap for 2025-2027. The agreements aim to further deepen the ties between the two nations, opening new avenues for collaboration across various industries and regions.

The opening of a direct flight between Islamabad and Minsk will facilitate the implementation of these agreements. “If we promptly establish air service between Islamabad and Minsk, I am confident that we will make significant progress. Moreover, if we bring in labor resources from Pakistan to Belarus (and we will do it), people will need quick air travel. No direct flight has been established as of March 2026.

Current Job Opportunities

Recruitment has moved into the operational phase. As of early 2026, BEOE lists dozens to hundreds of openings in Belarus, primarily in construction and manufacturing.

Common roles include bricklayers, concrete workers, excavator and shovel operators, carpenters, and garment workers. Positions are mainly in Minsk and other industrial areas. Belarus updated its foreign worker regulations in November 2025, expanding permitted professions to 29 working roles and 18 employee positions without additional permits.

  • Receiving a job offer and contract from a Belarusian employer
  • Processing a work visa through the Belarus embassy or designated channels

Avoid unofficial agents to prevent fraud. Direct recruitment by Belarusian staffing agencies also occurs for verified employers.

Salaries and Benefits

Salaries range from $500 to $750 per month depending on the role and experience. Examples include $600 for bricklayers and concrete workers, and $750 for heavy equipment operators.

Packages often include free or subsidized accommodation, medical coverage, and transport. Contracts typically specify working hours, overtime rules, and repatriation terms. Earnings allow significant remittances to Pakistan.

Challenges and Safeguards

Deployment remains gradual. As of January 2026, around 200 Pakistanis were working in Belarus. Language barriers, cold climate adaptation, and cultural adjustment present initial challenges.

Both governments emphasize legal pathways. Pakistan urges workers to use official channels, while Belarus provides orientation and support for foreign labor. Clear contracts protect rights regarding wages, safety, and working conditions.

Outlook for Pakistani Workers in Belarus

The program offers a valuable outlet for skilled Pakistanis amid limited domestic opportunities. Construction and industrial trades dominate current openings, with potential expansion into agriculture and services.
