Balochistan launches Rs 16 billion RISE program to empower youth, marginalized communities

A new chapter of hope has been opened for the masses of Balochistan this week as the Balochistan Rural Support Programme (BRSP), in partnership with the Government of Balochistan, launched the Resilience, Integration, and Socio-Economic Empowerment (RISE) programme — an initiative designed to help communities stand on their own feet. 

The launch ceremony in Quetta gathered government officials, development partners, civil society members, and community leaders from across the province. For many, the event was considered more than policy — it represented a shared dream of giving a real chance for living a better life in future for the masses of Baluchistan, especially the marginalized community. 

“A Promise of Opportunity” 

Speaking at the ceremony, Chief Secretary Shakeel Qadir Khan called RISE a turning point for Balochistan, describing it as “a promise of opportunity and empowerment.” He claimed that the provincial government was highly focused on creating pathways for young people and women to build sustainable livelihoods instead of depending on financial aid. 

“This is about giving people the tools to build their own futures,” he said. “We want to see a Balochistan where every young person has a skill, every family has a source of income, and every community feels empowered.” 

Empowering from the Ground Up 

Dr. Tahir Rasheed, CEO of BRSP, shared that the programme is going to focus on 

  • Skill development 
  • Strengthening community institutions 
  • Supporting small businesses or enterprises. “RISE is a movement,” he said. “It’s about resilience, self-reliance, and restoring hope that is the key driver for life.” 

So far, BRSP has reached over 379,000 households across six districts, helping people gain access to education, health services, and income-generating opportunities. 

As the event concluded, there was a sense of optimism in the air — that RISE could help turn Balochistan’s long-standing challenges into stories of strength and success.
